Job Opportunity: Human Resource Mentors (5 positions) 

The Benjamin W. Mkapa Foundation (BMF) is among the implementers of a five-year USAID fund:d Public Sector Systems Strengthening (PS3) Project under the Prime Recipient ABTS Associates. The purpose of the PS3 project is to strengthen existing Government of Tanzania (GOT) systems at national and local levels to improve service delivery across sectors. The PS3 project aims at strengthening existing Government of Tanzania (GOT) systems at national and local levels to improve service delivery across sectors and it focuses on four major systems components: governance and citizen engagement, human resources, finance and information systems.

The Mkapa Foundation (BMFl provides technical leadership for the Human Resources Component. PS3 Project operates in the 13 regjons of Mainland Tanzania namely Kagera, Mara, Mwanza, Shinyanga, Kigoma, Rukwa, Mbeya, Njombe, Iringa, Morogoro, Dodoma, lindi and Mtwara.

About the Position   
        
The PS3 Human Resource Mentors will support implementation of PS3 Local Government Authorities (LGAs) level interventions including, mentoring government partners to strengthen systems and improve management on Human Resources. The appointment of HR mentors is expected to be for 4 years subject to probationary period and ongoing performance reviews. The HR mentors will be based in the PS3 regional offices in one of the above-mentioned regions and will be required to travel in the respective LGAs as required.
Job Description for P53 Human Resource Mentor
Implement HR planning, performance management and region interventions in the LGAs
Provide mentoring to regions and LGAs on HR systems strengthening
Liaise with the region and LGA focal person on HR technical interventions
Coordinate with PS3 regional manager and component technical leads on technical interventions and management tasks
Organize and coordinate interventions and events at the region and LGA level
Prepare monthly and quarterly reports related to Human Resource
Collect HR monitoring and evaluation data.

Qualifications

Bachelor's degree in Social Science or related field
At least five years of experience implementing HR-related technical interventions or mentoring for government or donor-funded programs at the LGA level
Fluency in spoken and written English and Kiswahili
Good interpersonal skills
Functional computer skills            .
Basic monitoring and evaluation knowledge

Sector experience (e.g. health, education, agriculture, other) is preferred.
